Richard Cooke is Counsel at Baughman Kroup Bosse. He brings decades of experience at the U.S. Department of Justice, including serving as Chief of Appeals for the U.S. Attorney’s Office for the Eastern District of Virginia and as a trial attorney in the Antitrust Division. Richard has handled cases involving every significant area of federal criminal law, including fraud, money laundering, false statements, theft of trade secrets, national security, cyber intrusions, public corruption, and racketeering. He has argued more than a hundred cases in the United States Court of Appeals for the Fourth Circuit and briefed hundreds of others. Over his career, Richard has worked closely with every major DOJ component, including numerous U.S. Attorney’s Offices, the Solicitor General’s Office, the Office of Legal Counsel, and the Criminal, National Security, Tax, Antitrust, and Civil Rights Divisions.  As a trial attorney in the Antitrust Division, he litigated merger challenges and monopolization cases.  Among other honors, Richard has received both the U.S. Attorney General’s John Marshall Award for Providing Legal Advice and the Justin W. Williams Award from the U.S. Attorney’s Office for the Eastern District of Virginia.
